The Colorado Enterprise Fund (CEF)

The Adams County Community Loan Fund is a revolving small business loan pool established in partnership with Colorado Enterprise Fund (CEF) to expand access to capital for entrepreneurs and small businesses located in Adams County. Originally launched in 2016 through a $500,000 grant from Adams County and matched dollar-for-dollar by CEF, the fund was designed to provide flexible financing to businesses that may not qualify for traditional bank loans. The program structure allows loan principal repayments to be returned to the fund and re-lent to other eligible businesses, creating a sustainable source of capital that continues to support local economic growth in Adams County over time.

In 2020, Adams County expanded the loan pool in response to the COVID-19 pandemic with an additional $500,000 investment. These funds increased lending capacity, supported rapid-response financing to businesses affected by COVID-19, and included resources for interest rate buy-downs and limited operating expenses. CEF matched the loan capital portion of these investments, further leveraging public dollars to increase total lending capacity within Adams County.

Today, the Adams County Community Loan Fund represents over $5.6 million in revolving capital dedicated to businesses located in Adams County. Since its inception, more than $13.5 million has been lent to over 225 local businesses, demonstrating strong leverage of Adams County’s contributions. The fund remains focused on supporting underserved entrepreneurs, promoting job creation, and fostering long-term economic vitality by keeping capital circulating within the Adams County community.
